Math puzzle explained

Here's Julio Méndez's solution to the puzzle:

Pretty neat, huh? Very few people think to try a decimal point.

But Julio is a serious mathematician. He got to playing with it. Look what he discovered:

As you can see, it will work with ANY number. Cool, no?
